European Countries with the Lowest Income Tax
Every European country ranked by top personal income tax rate, from Monaco and Bulgaria to Denmark and Finland.
Europe spans the full tax spectrum: Monaco levies no personal income tax at all, while Eastern Europe hosts a band of low flat-tax countries — Bulgaria, Romania, North Macedonia, Bosnia and Herzegovina, and Kosovo all at 10%, Moldova at 12%, and Montenegro at 15%. At the other end, Finland (56.5%), Denmark (55.9%) and Austria (55%) have some of the highest rates in the world.
For EU citizens, the low-tax members — Bulgaria and Romania in particular — are especially interesting because freedom of movement makes relocating straightforward. Note that social security contributions come on top of income tax and can change the picture significantly; check each country page for the full breakdown.
